Designers that I know generally want as little a restriction as possible. They want to make compact designs with low power, high performance, and high yield, and that's hard enough without any more restrictions. On the other hand, the designers realize that sub 28nm manufacturing is increasingly difficult and require some compromise in order to keep the designs manufacturable. Architectures such as the ebeam Initiative member Tela Innovations is becoming more popular as a result.
